Except for the amount of membership dues, there is no other difference between them. All members of same grade and in good standing are treated the same across the IEEE according to the non-discrimination policy which can be found at: Nondiscrimination Policy.
However, for half-year membership, the availability of back issues of all publications for the first half of the calendar year cannot be guaranteed.

What if I don't renew this year and wish to continue membership at a latter year?

(From IEEE Policies, Nov. 2016, 16.4.2)

To reinstate membership, an individual whose membership has been terminated due to the failure to meet the monetary obligations required for membership shall apply for reinstatement and meet the obligations of membership as defined in the IEEE Bylaws.

Membership may be reinstated with no loss of continuity of membership upon payment of all dues and applicable assessments covering the period in which membership had been terminated.

Membership may be reinstated without continuity of membership upon payment of dues and applicable assessments for the then current membership year.

Upon reinstatement of membership, a member shall be entitled to all the rights, privileges, and services and publications associated with his/her grade from and after the date of reinstatement.
