A Breakout Teleconference on the topic of creating the economic, management and technical “cultural conditions” necessary to reduce flash hazard on large campus medium voltage distribution networks. It is fair to say that 99% percent of the resources of the education facilities industry is devoted to compliance with NFPA 70E and NFPA 70B recommended practice for electrician safety working on live equipment. Only the E&H committee is keeping the possibility for reducing flash hazard dramatically with resistance grounding (with commensurate advantages in reliability and reduction in #TotalCostofOwnership) politically visible. The user/owner/final fiduciary faces significant headwinds from incumbent interests.
