FriesenMarcia Friesen, P.Eng., Ph.D, has a Bachelor degree in Agricultural Engineering, a Master in Education, and a PhD in Biosystems Engineering, all from the University of Manitoba.  She has spent seven years as a design engineer in the environmental and agricultural consulting sectors, after which she came to the University of Manitoba to create and direct the Internationally-Educated Engineers Qualification Program (IEEQ).  She has been working in the IEEQ Program for 11 years, and IEEQ provides a pathway for foreign-trained engineers who are immigrants to Manitoba to become registered with the Association of Professional Engineers and Geoscientists of Manitoba, or APEGM.  Marcia carries out research in qualifications recognition processes for foreign-trained engineers, and she has served on national advisory committees for Engineers Canada and consulted with the Province of Manitoba on these issues.  In a different side of her professional life, she carries out research in healthcare modelling and e-health app development with a computer engineering colleague at the University of Manitoba.  Marcia has volunteered with APEGM in several capacities, and is currently the 2013-2014 president of the Association.

KinsnerWitold Kinsner is Professor in the Department of Electrical and Computer Engineering, University of Manitoba, Winnipeg, Canada. He obtained his Ph.D. degree in Electrical and Computer Engineering from McMaster University in 1974, and became Assistant Professor at McMaster University and then at McGill University. He is a co-founder of the first Microelectronics Centre in Canada, and was its Director of Research from 1979 to 1987. He is a Fellow of the Engineering Institute of Canada (FEIC), a Fellow of Engineers Canada (FEC), Life Senior Member of the Institute of Electrical & Electronics Engineers (IEEE), a member of the Association of Computing Machinery (ACM), and a member of the Association of Professional Engineers and Geoscientists of the Province of Manitoba (APEGM). For over 40 years, he has been very active all the IEEE levels: Region 7 (IEEE Canada), Council, Section, Chapter, and Student Branch. In 2013, Dr Kinsner was elected 2014-2015 President Elect, IEEE Canada and 2014-2015 Director Elect (Region 7), IEEE Inc

He has been involved in research on cognitive systems, computational intelligence, robust real-time computing engines, and computer memories. Applications included biomedical, industrial monitoring and controls, aerospace, and space. He has authored and co-authored over 710 publications in the above areas, as well as supervised 63 Master’s and Doctorate graduate students, 200 undergraduate final-year thesis/capstone project students, and mentored 32 summer research students.

Dr Kinsner has always considered IEEE as an agent of extended education, professional development, and dissemination of knowledge to its members and community at large through tutorials, seminars, workshops, conferences, and publications of papers, articles, books and standards, as well as pre-university and pre-college outreach activities. IEEE Canada always faired well when it nurtured close collaboration between academia, industry, government, and the community at large. It also grew whenever the experienced members interacted closely with the new generation of enthusiastic students.

He believes that there are several areas that can help in improving meaningful services to its members and recruitment of new ones: (i) Outreach to pre-university and pre-college students; (ii) Experiential learning at universities and colleges in collaboration with industry; (iii) Continuous improvement of interactions between Sections to capitalize on innovative solutions; (iv) Further strengthening of connectivity between industry, practitioners, professional organizations and academia to retain members and maximize their benefits; and (v) Increased recognition of volunteers.
