IEEE SoutheastCon 2019 invites prospective authors to submit their original technical work on any aspect of engineering, science, and technology of current interest to the conference. Topic areas appropriate for technical program submissions include, but are not limited to, the following:

NOTE:  Submitted papers will be reviewed on a rolling review basis so as to allow early notification to authors, particularly international authors requiring Visa letter to make arrangements for their travel.


 Tutorial, Presentation and Workshop Proposal Submission Guidelines

Proposals should be no longer than two pages and should include:

  • An abstract (limit 500 words)
  • An outline of the TWD
  • The proposed length of the TWD (1 hour, 2 hours, 4 hours, or 8 hours)
  • The resume(s) of the instructor(s)
  • Fees required by attendees listed here
  • Any other pertinent information or clarification

Technical Paper Submission Information

This year, IEEE SoutheastCon 2019 will distinguish regular from poster papers; a regular paper appears as a complete work in the proceedings and is presented in a technical session at the conference, whereas a poster is published only as a 2-page extended abstract and less formally presented as a poster. At least one author for each accepted paper/poster must register as an author for, attend, and present the work at IEEE SoutheastCon 2019. All paper submissions will be checked for plagiarism and fully peer reviewed.

Paper Format and Template

Please submit papers in “final form” so that all revisions (if any) are minor.

SoutheastCon 2019 adopts IEEE standard conference proceedings format. All submissions should be written in English with a maximum paper length of eight (8) printed pages (10-point font) including figures. Papers exceeding 8 pages will not be reviewed. Papers have to be submitted in PDF format. Manuscript Templates for Conference Proceedings for Microsoft Word or LaTeX formats are found on the ieee.org Manuscript Template page.

All submitted papers will be checked for plagiarism in addition to being peer reviewed. Authors of submitted papers may be called upon to help review other submissions. Only papers accepted and actually presented at SoutheastCon 2019 will be included in the final electronic proceedings and indexed as IEEE publications.

Covering Expenses for Paper Presentation & Publication

Please read carefully the following information concerning the registration procedure that is presented in the Author Instructions, especially if you are the prospective presenter of an accepted paper or if you need to guarantee inclusion of your accepted paper in the proceedings. An accepted paper will be published in the program and proceedings only if the full-fee registration payment for one of the authors is received and correctly processed by March 16, 2019 – no exceptions. In addition, the author must attend the conference and present the paper. Papers that are not presented will not be published. No exceptions.

Only an author registration at the full IEEE member or non-member rate are allowed to cover the presentation & publication of an accepted paper. To qualify for IEEE member rates, the membership number must be provided in the registration form. The student registration rates do NOT qualify for the publication of an accepted paper. If the author registering to cover the paper publication is a student, he/she has to pay the appropriate IEEE member or non-member fee. IEEE Members (e.g., Students, Life Members of the IEEE) cannot use the discounted rates to cover the publication of an accepted paper and will have to pay the full author registration fee.

One author registration will cover the publication expenses of only ONE accepted paper. Authors presenting up to 2 additional papers without a co-author registered at the full author rate are required to pay a surcharge of $100 USD for each additional paper. Authors presenting more than 3 papers must pay an additional full author registration fee for the 4th paper, $100 USD for the 5th, etc. For each additional accepted paper associated to the same registration, a $100 USD fee will be charged. In the case no registration has been received and correctly processed to cover the paper publication, the conference organizers will contact the authors before the paper is removed from the proceedings.
