IEEE PES Technical Policy Support for Industry and Government Entities

An increasing number of industry and government groups are in need of independent and unbiased advice and support on technical policy issues. Since PES Members are leaders in electric power industry, PES and/or their members are being approached by various organization on how and where to find resources such as bodies of information and industry experts.

The IEEE PES Technical Policy Support Task Force was formed by the IEEE PES President (Damir Novosel) in 2016. The goal of the task force is to coordinate PES efforts, provide support to and cooperate with governments and regulatory organizations globally on technical issues. The task force facilitates technical input from the Power & Energy community with these organizations with an ultimate goal of increasing visibility for IEEE PES.   IEEE has signed Memorandums of Understanding with the following organizations:

  • US Department of Energy (DOE) – MOU
  • US Federal Energy Regulatory Commission (FERC) – MOU
  • North American Electric Reliability Corporation (NERC) – MOU

In establishing these agreements, PES is working to accomplish the following goals:

  • Share technical needs within a specific area of the Power & Energy field of interest (i.e. grid interoperability requirements, USA bulk power system)
  • Identifying technological gaps and approaches for addressing them
  • Individually, developing, disseminating and sharing information on advancements in technology and associated practices for planning and operations.

The Task Force is working closely with PES Technical Council and PES Technical Committee leadership. The PES Technical Committees provides technical expertise and resources while the IEEE PES Governing Board leadership will provide input addressing topics related to conferences and meetings, education, publications, regional activities, etc.   The Task force also coordinates activities with IEEE Standards Association and other IEEE organizations (e.g. other IEEE societies).

The IEEE Technical Policy Support Task Force has identified individuals to work within the following categories:

  • Cooperation Task 1: Standards and Interoperability – Improve grid communication and interoperability through timely development of standards.
  • Cooperation Task 2: Technology – Support technology advancement through working with existing IEEE working groups or development of new working groups
  • Cooperation Task 3: Conferences and Meetings – Facilitate Participation at IEEE conferences, including organizing workshops, panel sessions, and project reviews
  • Cooperation Task 4: Education – Develop and/or deliver educational and informational materials, such as Webinars, On-demand Tutorials, Publications and Newsletter articles
