Our 1999 conference was held in Madrid, Spain. The Conference Chairman was Mr. Alfonso Bilbao. The conference was held at the
facilities of the Spanish Ministerio del Interior in Complejo de Canillas, in Madrid, where among other buildings the Spanish Scientific Police research facilities are located.
