No, it’s not about the actual earth-grounding of the Plant (though that is always a substantial topic in high-arctic locations like Barrow). Instead, it explores the pros and cons of the various schemes for generator grounding, ranging from not grounding at all, to solidly-grounding, and various impedances in between.
